Position: Technical Program Manager

Location: Accra, Ghana

Role Overview: The Technical Program Manager provides strategic technical direction, supervision and successful implementation of Pure Earth’s projects in the country. S/he ensures that program objectives are met, all activities are responsive to the needs of the host country and donors. S/he collaborates with the Country Director and partners to conduct a country’s situational analysis, develop program work plans, and provides oversight of budgets based on expected program outputs and results. The Technical Program Manager also provides strategic leadership and oversight of the programmatic technical aspects of projects in the country including technical leadership; team management and mentoring; donor, government and partner liaising and oversight of programmatic management and reporting. The Technical Program Manager reports to the Country Director and would have working relationship with Global Technical Director , HQ technical team and field project officers to ensure successful management and implementation of active programs, and represents Pure Earth to local partners, communities, and donors.

Responsibilities and Duties:

Program Management:

  • Support the strategic direction and execution of initiatives related to toxic metal pollution mitigation such as Lead(Pb) and Mercury.
  • Develop and oversee work plans and timelines to meet project milestones, incorporating financial management duties such as budget oversight and resource allocation.
  • Engage with Ghanaian government agencies to address regulatory challenges and support the development of local and national policies focused on toxic metal management.
  • Supervise program staff charged with the day-to-day execution of the program
  • Engage with Industry Experts in cosmetics and cookware industry for Lead contamination.
  • Collaborate with artisanal gold mining stakeholders to address and mitigate mercury contamination issues.
  • Conduct supply chains analyses of potential toxic metal exposure, identifying regulatory gaps and improvement opportunities.
  • Work with partners to review existing and develop new policies and regulations to address toxic pollution.

Strategic Planning:

  • Work closely with the Country Director and partners to prepare and develop a high quality country program and work plan appropriate for the local context, complementary to government & donor development plans and in line with the organization’s overall vision and mission.
  • Ensure that the organization continues to develop and strengthen programs based on strategic analysis of the local country context.
  • Work with the communication team to coordinate in-country marketing and promotion of the organization and program.
  • Work closely with the Global Technical Director to coordinate the implementation of project activities in the field.

Monitoring and Evaluation (M&E):

  • Lead the development and implementation of M&E frameworks to assess program effectiveness. • Ensure effective project monitoring and evaluation systems are in place, adjusting strategies based on data analysis to improve project outcomes.
  • Lead data collection efforts on lead exposure, ensuring findings inform project strategies and stakeholder education.
  • Promote a culture of learning and adaptation within the team through data-driven insights.
  • Collaborate with teams for accurate and timely M&E reporting to donors and stakeholders.

Stakeholder Engagement and Partner Relationship Management:

  • Cultivate and build strong relationships with stakeholders, including government agencies such as the Ghana Health Service and Environmental Protection Agency.
  • Engage with industry representatives, community organizations, and international entities to align efforts and share insights on lead mitigation.
  • Collaborate with academic institutions for research and evidence-based program design.
  • Advocate for policy reforms and enhancements to regulatory frameworks concerning ULAB management and lead(Pb) and mercury exposure issues.
  • Facilitate workshops to educate communities about lead and Mercury exposure risks and promote safe recycling practices.

Skills and Qualifications:

  • Bachelor’s degree in environmental science, Public Health, or a related field; a master’s degree is preferred.
  • 5-7 years of experience in managing environmental health programs, particularly in lead(Pb) and Mercury pollution and poisoning management or handling.
  • Strong understanding of regulatory issues related to environmental health and toxic substance management.
  • Solid research skills, with experience in field work, data collection, analysis, and interpretation.
  • Excellent interpersonal and communication skills, with experience in team management and capacity building.
  • Capable of developing strategic solutions to complex environmental health challenges.
  • Fluent in English; knowledge of local languages spoken in Ghana is advantageous.

Role Overview: The Finance & Administrative Coordinator will be key to overseeing the financial and administrative functions of Pure Earth’s Ghana office. This role encompasses financial planning, comprehensive reporting, office administration, and strict compliance with organizational policies and donor requirements. The coordinator will collaborate closely with the Country Director and the HQ Finance Team to maintain robust financial management and efficient administrative operations.

Responsibilities and Duties:

1. Financial Management

  • Manage daily financial activities, ensuring accurate accounts payable/receivable processes and proper general ledger entries.
  • Develop, prepare, and continuously monitor budgets to ensure that all expenditures remain within the set financial guidelines and parameters.
  • Maintain precise financial records and ensure prompt and accurate financial reporting to the Country Director and HQ.

2. Financial Reporting and Compliance

  • Compile comprehensive financial statements and reports for review by internal and external stakeholders to accurately reflect the financial status of the organization.
  • Ensure steadfast compliance with local regulatory requirements, organizational policies, and donor-imposed financial guidelines.
  • Facilitate audit processes by providing essential documentation and implementing any audit recommendations to improve financial practices.

3. Cash Flow and Banking

  • Oversee cash flow management, ensuring there is adequate liquidity to meet operational needs and optimize financial stability.
  • Manage banking relationships and supervise related transactions to maximize benefits and streamline financial operations effectively.

4. Working with Donor Agencies

  • Work with major international donor agencies such as the Foreign, Commonwealth & Development Office (FCDO), U.S. Department of State, and United States Agency for International Development (USAID).
  • Manage donor funds, preparing financial reports, and ensuring compliance with donor regulations and requirements.

5. Administrative Management

  • Coordinate and streamline office operations and procedures to enhance organizational efficiency and foster a productive work environment.
  • Oversee procurement processes, manage inventory, and control organizational assets to optimize resource allocation and efficiency.
  • Ensure the proper maintenance of office equipment and facilities, proactively addressing any issues that arise.
  • Collaborate extensively with program teams to ensure seamless financial and administrative support throughout project lifecycles.
  • Conduct training sessions for staff to enhance understanding of financial and administrative procedures, promoting the adoption of best practices across the organization.

6. Skills and Qualifications:

  • A bachelor’s degree in finance, Accounting, or a related field. A master’s degree or professional accounting qualification (e.g., ICA, ACCA, CPA) is desirable.
  • 5-7 years of relevant experience in finance and administration, preferably within an international NGO or development sector context.

Pure Earth is seeking a Social Media and Engagement Manager.

As the Social Media and Engagement Manager, you will work closely with Pure Earth’s Communications team to grow our social media presence, plan and publish social content, and manage community engagement. This role will assist with Pure Earth’s goal of building brand recognition, especially in high-income countries.

You will steer our social media presence on Instagram, LinkedIn, X, Facebook, Youtube, and develop our short form video efforts in close collaboration with other team members. You will be responsible for communicating directly with our audiences, researching successful approaches to each platform, and producing engaging campaigns outside of daily posting.

Key Responsibilities

  • Schedule and post regularly to our social media platforms. Elevate messages through social media channels and communicate with audiences and followers.
  • Create dynamic, engaging social media content campaigns for Pure Earth’s events, projects, and initiatives.
  • Collaborate with communications colleagues in 9 country offices to coordinate joint social campaigns leading on messaging and visual concepts.
  • Grow our short form video efforts and launch a Pure Earth TikTok account.
  • Research social media trends and inform the Communications team of changes that are relevant to Pure Earth’s communications activities.
  • Set and track key performance indicators (KPIs) for social media campaigns, such as targets for a certain number of shares or likes and measuring a campaign’s performance against the KPIs.

Qualifications & Experience

The successful candidate will be a team player and have the ability to build relationships, capitalize on existing resources, and work effectively within the team. We’re looking for someone who is creative in their approach to online content. This position requires a high level of creativity and solid editorial judgment as well as the ability to use and produce social media analysis that drives strategy and supports the growth of our work worldwide.

Key qualifications include:

  • 3-5 years of social media work experience, preferably in the nonprofit or social impact sector (open to considering other social media writing experience).
  • Proficient in researching, writing, and editing social content, including short-form video scripts.
  • Experience in video production and post-production for social media.
  • Ability to manage a paid social media advertising campaign.
  • Familiarity with social media trends and engagement best practices on Instagram, LinkedIn, X, YouTube, and TikTok.
  • Ability to compile and analyze digital engagement metrics.
  • Demonstrated independent editorial judgment.
  • Kindness & curiosity, particularly while working with a tight-knit, global & cross-cultural team.
  • Bachelor’s degree and relevant work experience.
  • Background or interest in environmental issues, environmental health, journalism, or global public health (preferred but not required).

Compensation: $70,000-$80,000 annually, commensurate with experience.

Location: Hybrid, in-person 2 days a week at our office in New York.

Pure Earth is seeking a Technical Director, in New Delhi, India.

POSITION SUMMARY

The Country Technical Director implements Pure Earth’s program standards, models and protocols; technical support systems, and expertise to promote the effectiveness, sustainability and scalability of our programs in the country. The Country Technical Director champions state-of-the-art programming standards, documentation, quality assurance and quality control to enhance performance, growth, learning and influence. He/she oversees the provision of technical support to ensure high-quality and impactful programming, lead strategic growth, advance learning and innovation, manage the development of tools and resources, and represent Pure Earth with local donors, local government agencies and partners when needed.

The Country Technical Director champions quality programming and knowledge management, and rigorous, evidence-based decisions regarding program implementation, learning and policy influence strategies. The Country Technical Director strengthens Pure Earth’s capacity and credibility with local partners, institutional donors, corporations and universities across the country.

Reporting to the Country Director and Global Technical Director, the Country Technical Director is a member of the country staff and supervises several local investigators and their activities.

JOB RESPONSIBILITIES

1. Crosscutting / Transversal

  • Ensure that programs are implemented based on Pure Earth’s mission and strategy, with the objective of understanding and mitigating exposure to lead and mercury in affected populations.
  • Oversee the development of a local technical assistance model which drives program quality, builds the technical capacity of local staff and partners, and contributes to achieving our deliverables and growing our resources.
  • Oversee and ensure responsive and consistently high-quality technical assistance provided to Pure Earth country office staff.
  • Provide direct technical assistance to program implementation and evaluation of programs at country level.
  • Lead the establishment of technical standards, technical procedures/protocols, and transversal models for programming based on the best available research, pertinent local regulations, and prevailing standards and guidelines, and incorporate these standards and models throughout Pure Earth’s work.
  • Contribute to Pure Earth’s ability to measure progress towards improved outcomes and to integrate cost-effectiveness considerations into programmatic decision-making in the country.
  • Directly participate in Pure Earth’s efforts to build the evidence base for our work and to find innovative cross-sector solutions that reduce lead and mercury exposures and their consequences in human health.
  • Actively oversee collection, management, analysis and use of data and sharing of results internally and externally.
  • Be in permanent communication with the global technical director for the procurement and supply of technical devices, equipment and consumables required for the implementation of the programmatic field activities, including tracking PE-owned XRF and Jerome meters.
  • When needed, represent Pure Earth with local agencies and partners dealing globally with the lead issue.

2. Technical Advocacy

  • Represent the organization at technical roundtables with external stakeholders to ensure ensure scientifically coherent dissemination of information pertaining to the organization’s current activities and program.
  • Support the country director spearhead country-level strategic plan by providing the technical know-how.
  • Participate and lead all advocacy work around lead toxicity in India, including being part of NCDC’s technical committee
  • Well versed with HBA training, surveys, and Blood Lead Level surveys
  • Adept at writing reports and presentations, supporting CD and entire programme and communications staff

3. Global Lead Program

  • Support the global technical director to provide high-quality technical assistance at local level for the 5-phase solution approach of the Global Lead Program (Health Surveillance, source analysis, source-specific interventions, country-led sustainable solutions and communications).
  • Provide technical support, coaching and field training to country staff and local consultants implementing projects of the Global Lead Programs.
  • Support the proposal development process for projects of the Global Lead Program by working in tandem with the Country Director and Global Technical Director.

4. ULAB Recycling Program

  • Participate in the implementation of the ULAB Recycling Program at local level with the support of the Global Tehcnical Director.
  • Provide high-quality technical assistance to Pure Earth country office for the implementation of the activities included in the ULAB Recycling Program.

5. Toxic Sites Identification Program (TSIP)

  • Monitor and ensure the quality of country information is stored in the TSIP database and is up to date.
  • Support the implementation of all technical interventions for initial, preliminary and detailed site assessments (ISA, PSA, DSA) and cleanup activities in the country.
  • Support the Global Technical Director in the training of country staff and local consultants on ISA, PSA, DSA and cleanup procedures and tools.
  • Train country staff and local consultants in the use of equipment for determination of mercury and lead concentrations in the environment such as XRF and Jerome, following the guidelines prepared by the Global Technical Director.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in a relevant technical field including Environmental Public Health, Environmental Engineering, Chemistry, Geology, Environmental Studies, and others.
  • MSc degree in related subjects is desirable
  • Minimum 5 years of relevant experience on technical assistance to environmental or environmental health initiatives in the country.
  • Exceptional analytical skills and experience in driving evidence-based decisions.
  • Very Strong solution-driven attitude and huge levels of pragmatism. Responsiveness and client-oriented approach.
  • Demonstrated teamwork ability.
  • Receptive and collaborative leadership approach that contributes to positive team environment, builds and maintains strong relationships with people from different backgrounds cultures, genders and viewpoints.

  1. Introduction
    Pure Earth India invites proposals from qualified consultants to organise and facilitate stakeholder workshops focused on addressing the critical issue of lead poisoning in Uttar Pradesh, Bihar, and Jharkhand. These workshops are part of a broader series aimed at raising awareness, building support, and driving actionable solutions at both state and national levels.
  2. Project Overview
    Pure Earth India is hosting state-level stakeholder conferences in Uttar Pradesh, Bihar, and Jharkhand to highlight the impact of lead poisoning and mobilise key actors. The consultant will play a pivotal role in coordinating and managing these events, leveraging their expertise in government relations and stakeholder engagement within these regions.
  3. Scope of Work
    The selected consultant will be responsible for:
  • Stakeholder Outreach: Coordinating invitations, focusing on securing participation from key government departments, industry bodies, and NGOs.
  • State-Level Engagement: Identifying and engaging relevant officials and stakeholders in each state.
  • Confirmation Follow-ups: Ensuring stakeholder attendance by managing ongoing communication and confirmation processes.
  • Logistics Coordination: Facilitating the logistical elements related to stakeholder attendance and participation.
  • Representation: Ensuring strong representation from state health departments, environmental agencies, FSSAI, State Pollution Control Boards, and relevant NGOs.
